COMMERCIAL FENCE/WALL DESIGN STANDARDS & INTENT
A permit is required for all new construction, additional fencing/wall being added, or the repair/replacement of 50% or more linear feet of an existing fence/wall. The purpose and intent of this section is to regulate the location, height, and appearance of fences and walls to maintain visual harmony within neighborhoods and throughout the city, protect adjacent land from the indiscriminate placement and unsightliness of fences and walls, and ensure the safety, security, and privacy of properties. The standards listed below represent a summary of the most common requirements. Applicants are responsible for reviewing City Code Sec. 134-517 for the complete list of technical, material, and design standards prior to submission.
1. General Commercial Site Standards

Approved Materials: Permanent fences must be constructed of chain link, wood, vinyl, masonry concrete, brick, or pre-cast concrete. All other materials require a Special Exception.

Chain Link: Prohibited between the front lot line and the front of the building. Where allowed, it must be vinyl-coated (Green, Black, or Brown).

Wood: Must be stained/painted pressure-treated pine, cedar, or cypress. The finished side must face outward, with no visible posts or stringers from the exterior.

Masonry/Concrete Walls: Block walls must be clad in brick, stone, or cultured stone veneer, or have a 1-inch thick stucco finish with stone/brick accents. Pre-cast walls must have imprinted textures mimicking brick or stone.

Color and Aesthetics: Colors must be matte finish and complement the primary color of the development. Colors must not be extreme in contrast or act as an advertisement/sign.

Safety and Access:

Intersections: Fences must comply with the most current FDOT criteria for intersection clear sight lines.

Firefighting: Adequate access to buildings must be maintained for emergency services.

Electric Fences: Electrically charged fences are strictly prohibited within the City.

Special Conditions:

Water Bodies: Fences may not extend beyond the Normal High Water Elevation (NHWE). Maximum height is 4 feet within 10 feet of the NHWE.

Barbed Wire: Prohibited adjacent to residential zones. When allowed (Public Utilities/Industrial), it must be at least 8 feet high, not exceed 1 additional foot in height, and remain at least 20 feet from any right-of-way or sidewalk.

Floodways: Design must avoid blocking the passage of floodwaters as determined by the City Engineer.

Maintenance: All structures must be maintained in a plumb, upright position and remain free of defects, damage, peeling, mold, or discoloration.
2. C-1, C-2, C-3, PO Standards

Front Setback: Maximum height is 4 feet. This applies to all sides fronting a road.

Side/Rear Setback: Maximum height is 8 feet.

Security: Barbed wire is prohibited unless used for public utilities or approved by Special Exception.
3. Industrial Standards

Front Setback: Maximum height is 4 feet. Heights exceeding 4 feet require a Special Exception, with specific consideration given to landscaping and maintaining views for crime prevention.

Side/Rear Setback: Maximum height is 8 feet.

Landscape Buffers: If a buffer is required by Chapter 114, the fence/wall must be placed on the lot side (interior side) of the buffer.

Barbed Wire: Permitted along the top of a fence provided it meets the General Standards in subsection (B)(4) below.
